Why is my cat sitting with her face in water bowl, not drinking?

My cat female 1 yr old sits near water and is low all the time she does not drink the water just sits whit her face hanging in the bowl what do I do ? She eats well but is still skinny I was told to give liver tonic which I do but she's the same I'm very worried I can send you her picture right now how she is seated near the bowl well fell asleep in d bowl
