Max has always been sensitive about people touching his paws. Whether he's getting a bath and the water's too cold/hot, or he's getting his nails trimmed, or I'm trying to pick some dried mud out of the fur between the pads, he always flinches away. He's done this since he was a puppy. Is this normal?

Some dogs do not like to have their paws touched so it can be normal. You could try to change the behavior by trying to softly touch his paw while he is laying next to you and see if he will let you. With a little patience and persistence he may learn not to resist as much but some dogs just never like their paws touched.
