My puppies won't leash train. How to protect them from street hazards?

How can I protect four Puppies from street hazards like cars?. They are general Egyptian Puppies not belonging to a particular breed and their only outlet is the garage and the street. After trying walking them with a leash they have shown total refusal to it, so if the leas is an option how can I train them to adapt to it?, what are the other methods to protect them when running astray in the street?

Leash training is best achieved by getting them friendly with an older, trained dog and then walking them as buddies. Also walking them over to the food bowls etc to build a positive association. Fencing them in should be considered to prevent road accidents
