My dog's penis is black and he's itching it. Should I see a vet?

Hi, I noticed some black around my dogs genital area, on the actual penis part and its also staining the fur around it. He is a neutered siberian husky and 6 years old, he hasnt had any trouble peeing or anything and doesnt crazily lick it but occasionally he will viciously and mercilessly itch it with his teeth. What could this be? Do i need to see a vet? Pet's info: Dog | Siberian Husky | Male | neutered | 6 years and 9 months old | 80 lbs

Yes, I would have Tonka seen by a vet for this. He could have a allergies, or a bacterial or fungal skin infection causing him to itch the area with his teeth. The vet can examine his skin and diagnose what is causing his symptoms so he can be treated.
