My puppy bites and nothing works. When should I hire a dog trainer?

Pet's info: Dog | Australian Cattle Dog | Male | neutered | 3 months and 11 days old | 42 lbs

How do I get my puppy to stop biting us? My puppy attacks my brother out of no where. My brother could be sitting at the table and Rowan will start biting him and when we tell him to stop it only makes him worse. I try putting him in his cage to settle down, telling him "no" "release" "down", distracting him with a toy but nothing I am doing works. I try to teach him bite inhibition by yelping but that excites him more. Should I get a professional dog trainer to correct him?

Yes, I think it would be a good idea to have Rowan seen by a professional dog trainer. It sounds like form your description that you have tried many appropriate methods to get him to stop, and it isn't working. It's definitely something that needs to be stopped before he gets bigger, and I think having additional help with this problem would be an excellent idea :-)
