Why is my dog's eye irritated, darkening, and starting to close?

A couple of weeks after receiving my dog, I noticed an irritation on the around his eye that caused it to darken the outside of his nose down towards the bridge of his nose. His eye is now starting to close. Does anyone know what this is and his pet profile picture is what his eye looks like. Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | unneutered | 21 lbs
