My dog barks and growls at other dogs and people. How to stop?

Pet's info: Dog | Mixed Breed | Male | neutered | 7 months and 22 days old | 10 lbs

I took my dog to a dog park for the first time. He is 9 months old and is a small breed dog. Well, it didn't go as expected, he was barking non stop at all of the other dogs and after that all the other dogs started barking too. To be honest that was embarrassing. How can I make it stop, how can I get him to stop barking and growling at all the other dogs and humans?

It sounds like Toby was frightened and overwhelmed by the dog park - some dogs don't enjoy crowded places like this with lots of other dogs. I would suggest walking him in quieter places where he's comfortable, if he has problems with barking and growling at dogs in other situations, it would be best to make an appointment with a veterinary behaviorist or a good reward-based trainer who can evaluate him in person and help you put together a training plan to help him learn to be more comfortable around strange dogs and people.
