Is rehydrating freeze dried raw food with approximately a tablespoon (Primal)providing enough water in my cat's daily diet?

No it is not enough water for your cat. Which is why you still want to leave the water bowl or fountain out and available throughout the day. Cats don't get most of their water from their food, they get it from drinking water. And I find that cats drink more adequate amounts of water when they have access to pet water fountains as opposed to standstill water in a bowl.

Cats need about 5-10 ounces of water per day. This amount depends on weight, age, diet, activity and environmental factors. If a cat is fed canned food, most of the liquid comes form the diet. You can add more water for reconstitution and provide a bowl of fresh water at all times.
