My kitten is 12 weeks old and he just meows all of the time . When plays , when he uses the bathroom. Is it normal ?

Yes, this can be normal. Some kittens are simply more vocal than others. I would be concerned if he was only doing it when he was in the litter box, as that can be a sign of a medical problem, but if he's doing all the time, he likely wants love and attention :-)
