I moved into my uncles basement apartment where they keep their bird in a back room alone. It's cage has plenty of activities and sunlight. I'm worried that the parakeet is neglected being all alone in a dirty cage. How can I subtly take care of it? It shakes when I visit it. It used to have a partner.

Frankly, I wouldn't worry about being subtle. If the cage needs cleaning, clean it. Make sure he has fresh water and food. If the bird responds to you interacting with it, do it. You can put a radio nearby and play music for him, sit nearby and talk to him, just to let him get used to you and give him some company. Re arrange the toys in his cage to offer him a change to his environment and stimulate his mind and perhaps some activity. If you feel the bird is being neglected and are inclined to do so, take over his care.
