I'm sorry to hear that Missy is sick! Vomiting constantly and not being able to keep any food or water down is a very serious problem - she will quickly become dehydrated without veterinary care. I would also be concerned about the underlying illness causing the vomiting - in a puppy this age, some possibilities would include parvo (if she isn't fully vaccinated), an intestinal obstruction or foreign body, pancreatitis, a systemic illness like liver or kidney disease, or ingestion of something toxic. Since she is vomiting so much and can't keep anything down, I'm afraid there is nothing you can do at home that is likely to be helpful - she really needs to see a vet right away. The vet can start her on IV fluids and supportive care, and may also recommend some diagnostic testing to help determine what is making her sick.
