My puppy won't move or potty with collar on. How can I train her?

Unable to get collar on my puppy when able to she won,t move and not even to go to the toilet. Pet's info: Dog | Chihuahua | Female | unspayed | 4 months and 9 days old | 1.64 lbs

Try putting the collar on for very short periods of time while you distract her with her favorite treats or a meal. As soon as she starts to seem distressed take the collar off. She should start to get used to the collar relatively quickly once she makes the association between the collar and a treat.
