Is my dog too late to breed if she's on day 16 of her heat cycle?

Pet's info: Dog | Siberian Husky | Female | 2 years old | 60 lbs

On day 16 after my Siberians 1st signs of bleeding, we took her to the sire but he wasn't interested, nor was she... Vulvar Swelling is minimal... Are we too late?

Yes, given that he wasn't interested in breeding and neither was Shakira, it is possible that it was too late in her heat cycle to breed her. It's best to breed them in the middle of their cycle, around day nine to 14.
