Well My question is about Orange , my cockatiel. Well so since a day or so , fluffy (non-parent) cokatiel has been sitting on the nest for some reason! Fluffy doesn't allow the actual parents (Tulio/Kiki) to sit properly. Also Fluffy has been removing dirt , hair and stuff from Orange's skin. Is this normal , or should I Isolate Fluffy For the time being?

If Fluffy is old enough (10-12 weeks), then remove her/him to a different cage. This will prevent the interference of parenting of the newer chick. A certain amount of grooming/preening between birds is normal between birds, but it can become excessive if a bird is ill, stressed or neglected.
