I think it's possible your puppies have a condition called "puppy strangles", also known as juvenile cellulitis. It's believed to be genetic, and it typically responds to treatment with glucocorticoid drugs. You will have to see a veterinarian to get this drugs, and get an accurate diagnosis. The puppies could also be affected with an infectious disease. Please, get them seen by a vet immediately, so that they can get the proper diagnosis and treatment.
