My 17 year old maltese has a scab on the shaft of his penis and it seems to be a little swollen. It was out at first but when he got groomed and the hair around it waa cut it went back in but it seems hard for his penis to come back out.

It could be that Champ is suffering from phimosis. This is an inability of the penis to extrude from the shaft, and in this case, it could be caused by the swelling from the scab. Swelling indicates infection, and I would have Champ seen by a vet. If he can't get his penis out, urine may not be able to escape the prepuce correctly, and that can lead to a build up of urine and possible infection. The vet can give him antibiotics if there is an infection around the scab, and can help his penis protrude correctly.

He could have an infection or possibly an injury/trauma to his penis, especially if it was stuck out before he was groomed. It would be a good idea to have a vet take a look at him to determine the cause and if any treatment is needed. He may need an antibiotic and an anti-inflammatory to help treat the problem.
