My new puppy won't stop crying from anxiety. What should I do?

I just got this puppy an hour ago and it seems like hes having bad anxiety !! He wouldnt stop crying until no one was touching him and everytime i move in his direction he starts up again. Previous owner had to get rid of him and he was really attached to her ... What can i do?? I can't take him inside my apartment if he is going to scream the whole way :(. Pet's info: Dog | Mixed Breed | Male | unneutered

Bubba is likely experiencing stress from the change in homes. This should decrease as he acclimates. Provide a warm, quiet area for him inside. Make sure he has easy access to food and water. Give him some space and some time to "settle in". You can use a pheromone product such as the DAP diffuser or Adaptil collar to decrease any anxiety. Have him examined by your veterinarian within 72 hours of arriving home to ensure good health or to treat any pre existing conditions.
