My puppy pees inside after going out. Is it training or medical?

Pet's info: Dog | Mixed Breed | Male | unneutered | 2 months and 28 days old | 15 lbs

Hi. My 12 wk old kelpie x pup is proving very hard to be house trained. I take him out every 45 mins, and watch him urinate, and once back inside, within 10 mins he will urinate more inside. He has access to outside constantly and will go out by himself at times. Is this just a puppy thing that requires more training or could it be a medical issue (eg infection)?

No, it is likely to be normal puppy behaviour . Just persist in taking him out and praise him whenever he performs outside. Try to anticipate when he needs to toilet, I think time will help both of you. If he had any medical problems he would pass urine more frequently, smaller amounts , or he wound be in discomfort when urinating.
