What's safe to put on my dog's itchy open wound to stop scratching?

My dog has an open wound which he keeps scratching and making it worse. What can I safely put on the wound to stop the itching?

the best option is a cream that combines steroids and antibiotics, in addition you need to protect the wound from being scratched, depending on the location of the wound an e-collar could solve that issue.
