i have a 3week old puppy and one eye is fully open but her left eye doesnt seem to be opened fully and she appears to have a little white discharge i have been bathing it

The eyes typically open between 1-2 weeks of age. If the one is still closed and there is discharge then an exam with your vet is strongly recommended to diagnose infection, injury or congenital defect.

It depends on how this puppy was delivered. If she was born by C-section and the surgery was done a bit before full term, it may take a few days more for her to open her eyes. However, the discharge is a bit concerning, as it may indicate a problem with the developing eyes. I would get this checked by your vet right away.
