My dog is throwing up clear foamy liquid and won't eat. What's wrong?

Pet's info: Cat | Mixed Breed | Male | neutered | 7 years and 9 months old | 9 lbs

Big Boy has been throwing up or at least trying to since early this a.m, it was food but now it's clear foamy liquid. He has not eaten at all and won't go to his food dish. When I pick him up he gags. He also is sitting mainly in one area. He has swallowed hair binders in the past so I'm not sure if it's the same issue or worse

Yes, it is entirely possible that Big Boy swallowed another hair binder, and it's now causing an obstruction leading to the vomiting. It sounds like he's been throwing up a lot, and given his symptoms and the chance of a foreign body, he should see a vet immediately for x-rays. X-rays can determine if he does have a foreign body, and he will need surgery to remove it should one be present. Please take him into a vet now.
