Why is my 1-year-old dog foaming, has a fever, and can't eat?

1 year old calf is producing foam and having fever. Willing to eat but can not do so because of excess saliva and foam production.

This is very concerning. A fever with foamy discharge from the mouth is typically indicative of severe pneumonia. This may be caused by a virus or bacteria. I would highly recommend seeking treatment from your large animal veterinarian.
