Is my 14-pound Havanese puppy overweight? How can I prevent it?

I've been told that Kiba is too big, he'd around 14 pounds. Is that too big? What can I do to make sure he doesn't become overweight? He eats twice a day, I try to give him the amount suggested by the brand (Brit premium dry puppy food, I used to measure it out, now I do it by eye). He gets treats during the day, a S size Kong filled with kibble and sometimes cheese or some chews.

A Havenese should weigh between 7-13 pounds fully grown, so based on that, it could be that Kiba is a bit bigger. Now, he's a puppy, and because he's still growing, I don't recommend introducing any diets as they may interfere with his growth. To keep him from getting overweight, I would cut out all treats. Kiba shouldn't be getting treats every day, as a treat should only be an occasional thing. For now, however, no more treats, cheese, or chews. Just his dog food twice a day, feed according to the package instructions, and make sure that he gets exercise twice a day for at least 20-30 minutes :-)
