My puppy's paws are dry and cracked from snow and salt. What to do?

My puppy's paws are very dry and rough/cracked. What can I do to soothe them? He keeps walking on snowy patches and tries to avoid the cleaner sidewalks, even if there is no salt on them. He did step into salt once and it made him cry so I guess he might be scared of those surfaces? Or is it possible that he hurt his paws more than I have anticipated? He doesn't limp and seems very energetic, but he refuses to walk like he used to. Pet's info: Dog | Havanese | Male | unneutered | 7 months and 21 days old
