We are bringing home a new 8 week old springer spaniel on Saturday and his first vet appointment isn't until Tuesday. He will have had his first round of shots before we get him. Is it safe to allow him outside in our yard? I'm seeing that most say not until about 16 weeks. My other concern is that there is a feral cat problem in my neighborhood and they are occasionally in our yard. What kind of problems can that pose to the dog beside fleas etc?

There would be the concern about rabies in a feral cat population, which your puppy could get if attacked by one of these cats. Intestinal worms are another possibility, and I would make sure that your new puppy is current with his deworming treatments. As long as you are outside with him each time he goes in the yard, and no unvaccinated dogs or dogs with an unknown vaccine status are allowed in your yard, it will be fine to allow him in your yard :-)
