Puppy's leg wobbly after splint removal. Is it weak or torn ligament?

Pet's info: Dog | Mixed Breed Medium (23 - 60lb) | Female | unspayed | 3 months and 11 days old | 26 lbs

My 18 week old puppy has been in a splint on her back leg for a broken bone in the upper part for about 6 weeks. Her splint is now off and her leg wobbles when she walks like she doesnt trust it. Our vet says she has a torn ligament while a surgeon says its just weak. Its probably hard to say without seeing it but please tell me you're opinion based on experiences in broken legs in dogs. She does walk on it, just not well. Its only been one day.

It could be that the ligament is simply weak because Journey hasn't been using that leg for the past six weeks. Given that it's only been one day since the splint has been taken off, it will take time for the muscles and ligaments in her leg to strengthen back up. I would continue to monitor Journey for now, and hopefully she will begin to use the leg better over time. Should she still have issues with it in another week, or she starts limping or stops using the leg, then I would have her seen by a vet.
