My old dog won't sleep at night. Why is she restless and panting?

When it's time to go to bed, Stella never sleeps but instead walks all around the room, makes her bed, and does just about anything but sleep. She starts panting and asking for attention. Why is this happening and how can I stop this behavior? Pet's info: Dog | Boston Terrier | Female | 11 years old
