I was trying to get my cat off a counter and things got out of hand, and now the cat is afraid of me touching her. She's not afraid to be near me, will sniff my hand (if I don't try to touch her), and even walked between my legs and reach up to my chair. I feel really bad for losing my temper (I didn't hit her, but I did handle her a little too roughly by accident), but I want to be in a godo relationship with her again. I don't know what the state of the relationship is right now. Advice?

It sounds like you may have frightened Millie, and it will take her some time to trust you again. I would allow her to come to you when she wants, give her love as she asks for it, move slowly and calmly around her, and use a quiet voice. She will start to trust you again, and the relationship should return to normal over time.
