Poor Timmy! That looks very painful. It's difficult to say for sure from just the picture but it appears that Timmy's scrotum and testicles are infected or even that the scrotum has ruptured. Tummy needs to be seen by a veterinarian right away as he will likely need surgery and prescription antibiotics to treat this issue. He will need to wear an e-collar to prevent him from licking the area. He will also need prescription pain medication as this looks very painful. Thanks for using Petco Pet Education Center, formerly Petcoach and I hope Timmy receives the care he needs and recovers quickly!

Hi, thanks for using Petco Pet Education Center, formerly Petcoach! It is not normal. It is hard to orient on where on the body this picture was taken. It appears to be Tommy's scrotum. It appears to likely have an infection or road rash or a burn. I would clean it well with warm water and a mild soap, dry well and use a triple antibiotic ointment. Prevent licking of the scrotum with an E-collar. I hope this helps!
