This is a condition known as ventrolateral strabismus, which indicates that the there is damage to either the muscles or nerves that are attached to the eye ball. This can happen with infections, trauma, or tumors. It's best to have Nelly seen by a vet sometime soon, so they can check her for any life-threatening problems that can be potentially treated. I hope that helps and Nelly gets better soon.
