Why is my Maltese's eye bump bleeding and oozing? Is it serious?

my Maltese has a huge red bump that's sticking out from his upper eye. It bleeds and oozes. Pet's info: Dog | Maltese | Male | neutered | 8 years and 2 months old | 12 lbs

This appears to be an eyelid growth. It may have been there a while but as it’s enlarged it has become more visible. Luckily many eyelid growths are benign. I do recommend surgical removal and biopsy. This is causing eye irritation and the bigger it gets the more difficult it is to remove it.
