Why is my dog's coat texture changing and not shedding easily?

I have noticed over the last few months a change in chester's coat color and texture. It has not gotten any better, in fact, it is taking over more areas of him. He once had a shiny black and white coat (except very soft/fine lower leg hair that doesn't shine) and now it has expanded to his upper legs and his lower part of body. Hes not acting any different. Eats/drinks/exercises all well. He is on hills prescription z/d food. This soft hair doesn't come shed easy. Pictures attached. Pet's info: Dog | Mixed Breed Large (61lb +) | Male | neutered | 3 years old | 65 lbs

That looks like Chester's undercoat. This is a normal second layer of hair and some dogs have. Nothing to worry about! You may notice some times of year when he's shedding like crazy when the undercoat falls out and is replaced. Enjoy your beautiful pup!
