Why is my male budgie fluffed and inactive after diet change?

Hi I have two budgie a female and a male I wanted them to become healthy and slowly switch their all seeds diet to fresh fruits and veggies. The female adjusted just fine but the male would be all fluffed out and not as active. What should I do

In the wild, budgies eat a variety of seeds, fruits, berries and vegetation. Fruits, vegetables and greens should comprise approximately 25% of their daily diet. A diet of solely fruits and vegetables is not balanced or healthy. If you want to transition away from seeds, consider a pelleted diet which is much more balanced and healthy. The male is exhibiting signs of illness or stress, possibly diet related. Consider having him examined by your veterinarian to diagnose illness or injury.
