Why is my dog's belly red and rashy after harness chafing?

My dog had chaffing from harness, used baby powder, and now he has a rash all on his belly and chest. Pet's info: Dog | American Bulldog | Male | neutered | 60 lbs

This rash may be because of the contact with the harness. If this were the case, removing the harness and a bath should help. If after this it doesn't go away, then he may be having a reaction to something else, and may need to see your vet. American Bulldogs tend to have very sensitive skin.
