My shitso was neutered back in Sept 2015, but all of sudden when I was bathing him today that little left over saggy ball sack has turned completely black. Pet's info: Dog | Shih Tzu | Male | neutered | 3 years and 10 months old | 10 lbs

The sac can be on the black side, it's not uncommon, but if it is very black and does not feel relatively smooth and elastic like the rest of the skin, then there might be a problem that will require you to take him to the vet.
