Unneutered male cat humping neutered cat: Is it normal? Will neutering help?

Why does my un-neutered male cat constantly mount my other (neutered) male cat? I've looked online and read that this is a dominance display and that the cat that mounts doesn't normally become unsheathed. However, my cat's penis always comes out, and my other cat usually sways and hisses at him, or runs away. Is this normal behavior? Would neutering him solve the issue?

You are correct that it is likely dominance behavior, but it could also be sexual in nature which is why his penis is becoming unsheathed. Neutering him will help with this behavior, so I would recommend having him neutered as soon as possible.
