I have a 10 year old Shitzu/Bishon who has been panting and shaking this morning. He is up to date on his shots.

These are quite generic signs that may be generally related to pain/discomfort or high temperature (usually due to an infection). Given Charlie's age I would recommend a general check up and a physical examination to shed some light on the underlying cause and treat appropriately. The check up is necessary if other signs are present, like vomiting, diarrhoea, lethargy for example.

It sounds like Charlie could be having some pain, possibly neck or back pain. He should be examined by a veterinarian to determine the cause and treat his problem. He may need an anti-inflammatory, muscle relaxer, and/or pain medications.
