My allergic dog snores, hacks, has fishy breath. Sinus infection?

Pet's info: Dog | American Cocker Spaniel | Male | neutered | 8 years old | 30 lbs

8 year old cocker spaniel diagnosed with severe allergies to molds/mites and who takes a low dose of temaril p and cepha daily (for about 1 year) to treat recurring yeast infections of the skin. Often has discharge from the eyes and has recently begun to snore heavily and make some hacking noises while awake. Within the past 6 weeks, his breath has begun to smell very "fishy" at times. No other signs of distress. if it was a sinus infection wouldnt the Cepha work? What could be the issue here?

Although dogs can develop bacterial rhinitis similar to a sinus infection you would probably see thick nasal discharge. The snoring and hacking could be related to nasal disease or dental disease. Discharge from the eyes can be a sign of an eye infection, allergy or dry eye. I'd recommend making an appointment with your veterinarian for a complete oral exam and potentially some tests to rule out eye disease.
