Is it okay to cut a black growth hanging from my dog's belly?

Hi my kelpie dog is 8 years old under it's belly hanging down is around ball the size of a little marble from the dogs belly to the ball is a little bit of skin which is about 2 centimetres long which is very thin about half a shoelace .like I could cut it with scissors and and it might be ok and it might not might hurt him the whole thing is black like his skin underneath and it just swings around when he walks would it be ok to cut off

No, it's absolutely not OK to cut it off as you cannot know for sure what it might be connected to. Take him to the vet to have it looked at and if it needs to be removed it will most probably be done under sedation.
