My dog has circular swollen bumps on his body. They just showed up within in an hour I noticed them. No hair is missing no redness under the fur. I noticed after he came in from outside so I was thinking maybe a reaction to something outside. He has also had parvo. He beat it about six months ago. I was also wondering if the parvo virus stays inside the dogs body and could that be causing this outbreak?

No, a previous episode of parvo would not be expected to bring out such a reaction 0 this is more likely contact with something irritant or insect bites/stings; most cases resolve within a few hours but if swelling becomes severe or affects her face/throat you should seek urgent veterinary assessment
