There are a number of things that could cause excessive itching with hair loss and blackened skin. The most common possibilities would include allergies, fleas, a bacterial or fungal skin infection, or skin mites (mange). If she's also acting weak, I would be concerned that she may also have some type of systemic illness like liver or kidney disease, anemia, hypothyroidism, or Cushing's disease. It would be best to have her examined by a vet as soon as possible - he/she can do some simple skin tests as well as blood work or other testing if needed to help determine what's wrong and get her started on appropriate treatment.

Changes in fur or skin color can often happen from chronic inflammation, which can happen with fleas, mites, food allergies, yeast infection, mites. It can also happen with endocrine disorders such as hypothyroidism or Cushing's Disease. Since Sabina is an older girl, I would recommend that she get checked out by your vet. If she isn't already on a monthly flea prevention, I would get that started. You can also try a medicated shampoo (see link below). If your vet does not know what could be causing her hair loss and itching after examination, they may recommend bloodwork to look for endocrine or other disorders. https://www.petco.com/shop/en/petcostore/product/well-and-good-soothing-itch-dog-shampoo
