My dog has a crusty rash around his genital area. He bites it a lot. He is acting normal. Pet's info: Dog | German Shepherd | Male | neutered | 2 years and 9 months old | 95 lbs

Poor Hopy! A crusty rash like this is usually caused by a bacterial skin infection - this can occur on its own, or due to an underlying skin problem such as allergies or mange.
