Poor Coco! There are a number of things that can cause red, itchy patches on the skin along with a greasy coat (seborrhea) - the most common possibilities would include allergies, a bacterial or fungal skin infection, or skin mites (mange). If your vet has not been able to make a diagnosis, I would suggest requesting referral to a veterinary dermatologist or seeking a second opinion from another local vet - there are tests that can be done to help determine the problem, which is important in order to make sure that you are treating it effectively.
