My dog has a sore mouth, clicking jaw, and droopy eyes. What to do?

Pet's info: Dog | English Cocker Spaniel | Male | neutered | 8 years and 5 months old | 43 lbs

1) my dog has bad tarter buildup. Swollen gum over canine tooth. Waiting for $ for appointment. 2) his tongue got stuck to a piece of metal 2 nights ago. His mouth obviously sore. Tries to eat homemade mashed rice, milk and chicken broth. Some success. Making a clicking noise once in awhile. When he's swallowing perhaps? 3) Although better than yesterday his eyes are droopy looking. Like they're rolled to the back of his head but I think it's his under eyelid.

These are very serious signs and indicate dehydration and also possibly an injury or fracture to the jaw. He should receive urgent veterinary assessment in order to assess the jaw and start appropriate treatment in order to maximise the chance of a full recovery
