Dog licked public bathroom trash. Can she catch or spread disease?

Pet's info: Dog | Jack Russell Terrier | Female | spayed | 8 years and 9 months old | 18 lbs

HELP! My dog got into a public bathroom trash! My dog was in a store and I had to go to the bathroom. While I was going, she got into the trash! There was a sanitary pad in there and it looked like she licked! If she licked blood, can she catch HIV or Hep C or some other disease?! Can she spread something to me or others by licking us? How long before her body or saliva break down these germs?! I AM SO FREAKED OUT. She is a VERY kissy dog and now I feel like she can never kiss us again!

There is no risk of dogs getting hepatitis or HIV from humans, so this is nothing to worry about. It is extremely unlikely that your dog could infect you from licking a potentially contaminated source. I would recommend that you use good hand hygiene after touching Emma, and do not allow her to lick you on the face for a little while.
