My Cat rhythmically coughs and seems to be trying to cough up some phlegm. The symptom lasts usually longer at night or morning, but he might cough in other times too. It usually lasts 10-20 seconds to reach the "trying to cough up mucus" point, and then he starts over again, the whole thing can take up to 2-3 minutes, Petting him calmly might help stop the cough. He's had it since he was a kitten, he's now 2.5 yo. His brother also has the same symptom, but has stopped since.

I would recommend having Oliver examined by your vet and have them take some x-rays of his chest. There are some infectious causes of coughing in cats that may improve with medications, but we can also see asthma in cats which would require different medications.
