Why is my old cat sensitive when I pet his back and licks his paw?

My 16 year old cat has become sensitive when you pet his back. He starts looking licking his paw when you pet his back. It doesn't seem to be painful. Pet's info: Cat | American Shorthair | Male | 16 years and 4 months old | 11 lbs
