Why are my dog's breasts swollen and she's whiny after her heat?

I have a 1 and a half year old bernese her lowest breasts are swollen, she has been acting normal still other than when I am away from the house she is more whiny than normally when I'm gone, as my girlfriend stays home and notices. The swollenness is not tender or hard it's soft , no milk production. Her last heat was 3 months ago

She is likely suffering from a phantom pregnancy, i would recommend taking her to the vet anyway in order to get it checked, just to be on the safe side. there is no treatment for this (other than getting her spayed, which i strongly recommend in her case), it will resolve eventually within a few weeks, but it is also likely to reoccur in future heat cycles.
