A dog's prey drive will depend on its own individual personality as well as its parents and breeding lines - but in general, no, Rough Collies aren't known for attacking or killing smaller animals. Having a puppy who is raised with your bunny as a family member will make this less likely to be a problem. You could also adopt an adult dog with a known temperament, who does not have a strong prey drive or any issues with smaller animals. Any dog will need training in order to have a reliable "come" command outside and to be able to stay with you off-leash, so again, this will depend on the individual and how much training time you put in. Generally, Collies are quite trainable and handler-oriented in my experience, so I would think there is a good chance you could achieve this if you're willing to work at it.
