My dog has dry, itchy skin, dander, and breathing issues. Is it allergies?

Since adopting Bella she has had dry skin all over her body resulting in dander & red spots (often welts) on her stomach and vaginal region. She consistently itches herself & seems to be in discomfort. She is free from fleas/ticks/larvae/eggs. Although, she also breathes heavily, coughs after drinking, sneezes sometimes, has experienced large white eye boogers for a few days but not again, a runny nose at times, hiccups/upset stomach after eating & vaginal swelling once. Otherwise, she's healthy. Pet's info: Dog | Mixed Breed Medium (23 - 60lb) | Female | unspayed | 4 months and 25 days old | 19 lbs

This is highly suspicious of allergies.
